I smell a bunch of horsecrap so far.
This list of “assets” is mostly bogus. I have “A proposal center to support sophisticated federal, state and corporate proposal development” in my house now. It’s called a desk with a computer and printer on it. I can’t wait to see this “3D simulation theatre, similar to IMAX, to support complex technical analysis and engineering processes and systems.” 
I’m still working on this story and will update with anything new that I find out.
More and more of what this project “will have”, can you ay money pit?
