Is the Kia Soul clearly parked in a van handicapped spot a parking jerk or not?
I guess what I’m asking is whether the van part of the designation is optional or mandatory. If only vans carrying handicapped people are supposed to park there, that ain’t remotely a van. I’d suggest it is mandatory or at least courtesy (some people need vans with external chair lifts and the like which is why we have those van spaces), so I am inclined to call this a triple parking jerk photo.
